Dear Nr. Woody:
SUBJECt:
TURKEY POINT UNITS 3 AND 4 - QUALIFICATION OF NEW EMERGENCY DIESEL GENERATORS (TAC NOS. 69023 AND 69024)
Docket Nos.
50-250 and 50-251 Nr.
C. 0.
Woody, Acting Senior Vice President-Nuclear Nuclear Energy Department Florida Power and Light Company P.O.
Box 14000 Juno Beach, Florida 33408-0420 In a submittal dated October 19, 1988, you requested NRC staff review of the proposed qualification testing program for the new emergency diesel generators (EDGs) being installed as part of the emergency power system enhancement.
In lieu of a 300 Start and Load Acceptance Test as specified in IEEE 387-1984, you proposed to accept a
30 Start and Load Acceptance Test as recommended by the EDG supplier, Morrison-Knudsen
- Company, Power Systems Division.
The supplier's position is that previous qualification testing on similar EDGs is applicable to the proposed Turkey Point EDGs.
All other qualification testing, both at the factory and the site, would be performed in accordance with IEEE Standard 387-1984 and Regulatory Guide 1.9.
The NRC staff has reviewed the October 19, 1988. submittal, as well as subsequent information obtained concerning the proposed testing program.
As discussed in the enclosed Safety Evaluation, the staff finds the 30 Start and Load Acceptance Test acceptable.
Sincere ly, Original signed by
