TURKEY POINT UNITS 3 AND 4 - REVISED TECHNICAL SPECIFICATIONS (TAC NOS. 63038 AND 63039)

In a June 5, 1989 letter (L-89-201) Florida Power and Light Company (FPL) submitted a proposed license amendment to replace the existing Technical Specifications (TS) with the Revised Technical Specifications (RTS) attached to the letter.

In this letter, FPL certified that the RTS are consistent with the updated Final Safety Analysis Report (FSAR) and with the as-built plant, subject to clarifications contained in the letter.

In a July 12, 1989 letter (L-89-235)

FPL also submitted their proposed changes to the updated FSAR that would result from adoption of the RTS.

The NRC staff has performed a preliminary review of the proposed RTS and FSAR changes for conformance with the existing TS, the requirements of the Standard Technical Specifications and the updated FSAR.

This review has identified a number of apparent discrepancies in details requiring clarification/resolution.

In general, the concerns identified fall into the following areas:

A.

Certain setpoints contained in the proposed RTS may not be consistent with respect to information contained within the updated FSAR.

B.

Setpoints and other values included in the RTS may not all be contained in the updated FSAR or the existing TS; some basis is 'needed for their a cceptab ility.

C.

Information contained in the existing TS is not, in all cases, contained in the RTS or updated FSAR.

D.

Miscellaneous concerns identified involving a variety of issues.

As the'RC staff has performed only a partial review, the above areas of discrepancy may not be the only ones.

Rather, the areas of concern identified above should be considered indicative of the types of issues being raised by the review.

Specific examples of the above discrepancies were discussed in a conference call with P.

Pace and others on your staff, on August 11, 1989.

Also, as discussed in the conference call, a meeting has been scheduled on August 21, 1989 at NRC Headquarters, to discuss the issues identified.
