ON JANUARY 25, 1989 REGARDING TECHNICAL SPECIFICATIONS CONVERSION

65816, and 65817 A meeting was held in Rockville, Maryland on January 25, 1989 with represen-tatives of Florida Power and Light Company (FP&L) to discuss their Technical Specifications Revision Project.

This project is a voluntary effort by FP&L to upgrade their approved Technical Specifications (TS) toward Standard TS to the extent practical.

An initial proposal was submitted by FP&L to the NRC staff on September 29, 1986, followed by the electrical portion on November 28, 1986; with the expectation that detailed discussions with the staff would result in substantial changes to the proposal and therefore result in a completely revised submittal for NRC staff review.

Previous meetings on this subject were held November 18, 1986, June 17 and 18, 1987, January 9, February 23, March 28, August 25, and October 5, 1988.,This recent meeting focussed on four specific issues which needed to be resolved so that the NRC staff could issue a "Final Draft" TS to FP&L for their certification.

The first issue related to the electrical portion of the TS for which NRC review has not been completed.

It was agreed that FP&L would review their previous electrical TS amendment submittal dated December 20, 1988 and confirm in writing to the staff that the submittal (or a revised version if needed) was at least as conservative from a safety standpoint, in all respects, as the current licensed TS.

The staff would then include this in its Final Draft.

At the same time the staff will continue its technical review of the electrical TS until a TS that is acceptable to both FP&L and NRC is achieved.

This TS will serve as an interim TS until the two new diesel generators are installed, at which time the electrical TS will be revised to reflect the new design.

The second issue related to the operability tests for Safety Injection (SI) instrumentation.

FP&L and NRC agreed to a time limit of 96 hours0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br /> for a Turkey Point reactor to be in Mode 3 with manual SI irIitiation and without the normal surveil.lance testing (primarily signal logic) that is done in Modes 1 and 2.

This is more conservative than the current licensed TS.

The third issue was whether FP&L could provide a list of FSAR changes, at the time of TS certification, that result from the overall TS upgrade.

FP&L agreed to do this.

The fourth issue related to the qualifications required of the Operations Superintendent.

FP&L wanted the issue to be addressed in the Final Draft TS.

However, it became clear that a separate license amendment on the issue is in process and will probably be processed before the larger TS upgrade project is completed.

Therefore, we agreed to omit the issue from the Final Draft TS and handle it as a separate amendment.

The discretionary enforcement now in place on this issue will continue until this separate amendment is issued and action is taken by NRC to terminate the discretionary enforcement.

The staff now expects to issue the Final Draft TS to FPSL in late February and FPSL certification is expected about 1 month later.
