FINAL DRAFT - REVISED TECHNICAL SPECIFICATIONS - TURKEY POINT UNITS 3 AND 4 (TAC NOS. 63038,

63039, 65816 AND 65817)

Enclosed is a copy of the Final Draft of the Revised Technical Specifications (RTS) for Turkey Point Plant Units 3 and 4.

We request that you review and certify that the Final Draft RTS are consistent with the updated FSAR and with the as-built plant.

In addition, we request that you verify that each specification in the current Technical Specifications has been accounted for in the RTS by:

(1) direct transfer, except for editorial and format changes, (2) substitution of an appropriate Standard Technical Specification, or (3) submittal of justification for other changes.

The enclosed Final Draft RTS are in the form of "combined" Technical Specifica-tions to be included as an Appendix A to each license.

Therefore, your certification should include certification of the applicability of one copy for use of the Unit 3 staff and a second copy for use of the Unit 4 staff.

We further request that you provide the certification under oath and affirmation by May 9, 1989 as discussed with D. Chancy of your staff.

Please note that the specifications in Section 3/4.8, Electrical Power Systems, are those proposed in your letter of January 24, 1989 without benefit of staff review.

Review of those specifications against Standard Technical Specifications practice and the ongoing technical review of your proposed license amendment dated November 28, 1986 and revised December 20, 1988 and January 24, 1989 is expected to result in some modifications of that section.

Conway March 14, 1989 reformatted specifications in Section 3/4.9 (P/T Limits) are undergoing an expansion of the "Bases" section and will be sent under separate cover in a few weeks.

Such modifications will be forwarded to you with a request that you update your certification.

We also ask that you pay special attention to your consideration of no significant hazards to assure. that each of the three standards of 10 CFR 50.92 is addressed with an adequate technical basis.
