REFERENCE:
TAC Numbers 63038 and 63039 Members of the NRC staff met with the licensee's representatives at Bethesda, Maryland to discuss the Technical Specifications (TSs) Revision Project for Turkey Point Units 3 and 4.
The purpose of the meeting was for the licensee to explain how they are using the current TSs and procedures in the control
- room, and to address the safety implications of the potential for confusion to operators.
The staff's concern was detailed in a letter dated January 15, 1988 from S.
Varga (NRC) to C.
Woody (Florida Power and Light Company).
The licensee indicated that current proposed TSs and procedures available in the control room are more restrictive than the approved set of TSs.
The pro-posed TSs are based largely on draft standard TSs, which are under development by the NRC staff.
They indicated that any proposed relaxations from the approved TSs have not been included in those TSs and procedures now in use in the control room.
The licensee stated that a learning process, rather than confusion, better characterizes the impact on operators.
The licensee could identify only one isolated instance where a relaxation had inadvertently slipped in to the procedures.
The NRC staff described their own efforts to improve TS requirements and indi-cated an approximate schedule when new TS requirements could be expected.
It was suggested that the licensee might want to temporarily halt their efforts towards TS improvement until the new requirements are available.
However, the licensee indicated they would like the staff to continue review of the proposed TSs (and relaxations) and agreed that a completion schedule in late 1988 was acceptable.
A working level review meeting was scheduled for the week of February 23, 1988.
Florida Power and Light will also provide a written response to the staff's concerns.
