OF MEETING HELD WITH FLORIDA POWER AND LIGHT COMPANY (FP&L) ON SEPTEMBER 13, 1988 REGARDING TECHNICAL SPECIFICATIONS CONVERSION
REFERENCE:
TAC Numbers 63038 and 63039 A meeting was held in Rockville, Maryland on September 13, 1988 with representatives of Florida Power and Light Company (FP&L) to discuss details of their Technical Specifications Revision Project.
This project is a
voluntary effort by FP&L to upgrade their approved Technical Specifications (TS) toward Standard TS to the extent practical.
An initial proposal was submitted by FP&L to the NRC staff on September 29, 1986, followed by the electrical portion on November 28, 1986, with the expectation that detailed discussions with the staff would result in substantial changes to the
- proposal, and therefore result in a completely revised submittal for NRC staff review.
Previous meetings on this subject were held November 18,
- 1986, June 17 and 18, 1987, January 9, February 23, March 28, and August 25, 1988.
This recent meeting focussed on:
(1) FP&L's efforts to provide comment on the staff's "Proof and Review" draft of the revised TS, and (2) the schedule for completion of the TS revision and issuance of a license amendment.
FP&L indicated they had completed review of about half the 356 pages in the "Proof and Review" draft (P/R) sent to them on June 9, 1988 for comment.
The licensee stated that their comp.lete set of comments on the P/R had been delayed but would be submitted by November 4, 1988; they were originally due July 8.
The licensee proposed a
new schedule (enclosed) for completion of technical work and issuance of a license amendment with revised TS.
The new schedule calls for a final revised license amendment submiztal by FP&L by February 17, 1989, followed by review and amendment issuance by NRC by March 31, 1989.
The NRC staff indicated that the 6 weeks allotted by FP&L for NRC to complete a Safety Evaluation and a
No Significant Hazards Analysis, and to process an amendment was not enough time.
The required NRC staff time is uncertain because the amendment is unusually large.
However, it is estimated that the time required could be at least 3 months.

FP5L proposed to separate the electrical portion of the TS (section 3.8) and process it separately in order to expedite it.
The NRC staff agreed with that approach.
FPSL stated they expect to submit the electrical portion by about October 13, 1988.
FPSL also indicated the fire protection TS would be revised towards Standard TS similar to other sections of the TS.
Eventually the fire protection TS wi 11 be relocated to a different document.
FPIIL also described the approach they are taking on selected TS.
An agenda and attendance list for the meeting, along with the revised schedule proposed by FPSL, are enclosed.
