FINAL DRAFT - REVISED TECHNICAL SPECIFICATIONS TURKEY POINT UNITS 3 AND 4 (TAC NOS. 63038,
- 63039, 65816 AND 65817)
The purpose of this letter is to transmit the remaining sections of the Final Draft of the Revised Technical Specifications (RTS) for Turkey Point Units 3 and 4, along with a number of individual page changes to our previous transmit-tal dated March 14, 1989.
The enclosure includes Sections 3/4.4.9 and B 3/4.4.9 related to Pressure/
Temperature Limits, which were omitted from the March 14, 1989 document.
The enclosure also includes Sections 3/4.8 and B 3/4.8 related to Electrical Power Systems.
The latter sections have resulted from the NRC staff review of your submittal dated November 28, 1986 as revised December 20, 1988 and January 24, 1989.
Please note that there are a number of deviations from Standard Technical Specifications (STS) in Section 3/4.8 that we have found acceptable on an interim
- basis, but which we will reconsider at a later date, as described below.
A major revision to Sections 3/4.8 and B 3/4.8 will be required upon completion of the Emergency Power Enhancement Program (EPEP) in which two new diesel generators, as well as many related modifications, are being added.
Your TS submittal at that time should be based on STS and should take the form of a markup of the Proof and Review version of STS.
We do not consider the licensed TS which will exist at that time to be a proper starting point for incorporating TS revisions resulting from the EPEP.
We believe there are additional improve-
=ments in Sections 3/4.8 and B 3/4.8 that can be made in the spirit of conversion to STS without incurring plant-specific operating hardships or equipment modifi-
- cations, and we plan to address them in our review of your TS submittal associated with the EPEP.
The enclosure to this letter should be incorporated into the Final Draft of the RTS that was provided to you on March 14, 1989 for review and certification.
The instructions in our letter of March 14, 1989 similarly apply to this enclosure.
As agreed with your staff, your review and certification of the RTS is expected about June 8, 1989.

May 12, 1989 Finally, we note that the conversion of the electrical TS has now come apace with the conversion of the rest of the TS, and it is time to merge the electrical TS into the overall RTS.
Accordingly, with this letter we are closing TACs 65816 and 65817 for the electrical TS.
Future correspondence on the conversion of electrical TS to STS should reference TACs 63038 and 63039.
