OF MEETING HELD WITH FLORIDA POWER AND LIGHT COMPANY (FPSL)

ON AUGUST 26 AND 27,

1987, REGARDING TECHNICAL SPECIFICATION CONVERSION

REFERENCE:

TAC Numbers 63038 and 63039 Back round Members of the NRC staff met with the 'licensee's representatives at Bethesda, Maryland, to discuss proposed revisions to specific sections of the Turkey Point Plant Units 3 and 4 Technical Specifications.

The 'licensee is converting the existing custom plant Technical Specifications, which were issued in the early 1970's, to the format and content of the Standard Technical Specifications for Westinghouse Pressurized Water Reactors (NUREG-0452).

A list of attendees is enclosed.

Sunmary The meeting was initially scheduled for the purpose of performing a detailed review of the proposed Technical Specifications relating to safety limits and instrumentation (Sections 2.0 and 3/4.3).

Neither the licensee nor the NRC had adequate time to prepare for the review of these sections.

It was deter-mined that the meeting should still be held and the time utilized to resolve the open items identified in previous meetings.

The open items relating to Sections 3/4.9, 3/4.10, 3/4.11 and 3/4.12, as well as the associated

bases, were resolved.

The NRC staff will issue a

second draft of these sections which will reflect the agreed-upon resolutions.

The licensee will ensure that the no significant hazards consideration evaluation addresses all the changes.

Subsequent to the meeting, the licensee and NRC staff determined that the next meeting to address safety limits and instrumentation willPe held in

Bethesda, Maryland during the first part of October.

The staff will also pro-vide, comments on Section 3/4.8 for the licensee's consideration in preparing

, /or a future meeting on this section.

The followup meetings will take place at the site, the Region II office and at Bethesda to assure interaction with all the participants.

Physical systems and components can be verified during the site meetings.

The licensee identified some sections of the proposed Technical Specifications to be deleted or added which differ from the Standard Technical Specifications due to plant-specific design features.
