Spec.

3.3.A41 met by disarmiT1g adjacent rods 0-9 and 3-9 at "00" and inserting 8-9 to 20, the first functional position.

After subsequent GE SDM analysis, adjacent rods were fully withdrawn.

To avoid rod drift-,

H-9 fully inserted (verified by TIPS) and disarmed.

Safety significance minimal since SDM was always met.

This is the first event of this magnitude.
