NUCLEAR PLANT NO. 2 OPERATING LICENSE NPF,-21 REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS SINGLE-LOOP OPERATION In accordance with the Code of Federal Regulations, Title 10", Parts 50.90 and 2.101, the Supply System hereby requests an amendment to the HNP-2 Technical Specifications (Tech. Specs.). This amendment is being submitted to allow the operation of HNP-2 up to a power, level of 755 power, with one recirculation loop operating to the design burnup of the reload fuel of 35,000 MHD/MT bundle average. Changes to the following Tech. Specs. are being requested.

Nuclear Regulatory Commission Page Two REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS SINGLE-LOOP OPERATION The attachments to this letter include a summary of the Single-Loop Operation analyses, marked up Tech. Specs. and plant specific analysis documents and references, all of which provide the basis for the proposed no significant hazards determination.

III. WNP-2 LOCA Analysis for Single-Loop Operation (ANF-87-118)

IV. WNP-2 Transient Analysis for Single-Loop Operation (ANF-87-119),

as appended by letter ANF WP-88-0020, dated February 22, 1988.

The requested amendment has been evaluated in accordance with 10CFR50.59 and determined that ther e are no unreviewed safety questions.

The Supply System has reviewed this change per 10CFR50.92 and determined that it does not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated because an analysis has been performed for the pr oposed method of operation, and the analysis demonstrates no significant change in previously evaluated accidents.
2) Create the possibility of a new or different kind of accident from any previously evaluated because the operational limitations applied to the nuclear plant have not changed. The values were derived from NRC qualified computer codes and by applying the most limiting transients throughout the cycle. These limitations are sufficient to ensure the plant is operated within previously accepted conditions.
3) Create a significant reduction in the margin of safety because the margin to safety is either identical or more conservative than that now used for the plant.

Nuclear Regulatory Commission Page Three RE()UEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS SINGLE-LOOP OPERATION As discussed above, the Supply System considers that this change does not involve a significant hazards consideration, nor is there a potential for significant change in the types or significant increase in the amount of any effluents that may be released offsite, nor does it involve a significant increase in individual or cummulative occupational radiation exposure.

Accordingly, the proposed change meets the eligibility criteria for categorical exclusion set forth in 10CFR51.22(c)(9) and therefore, per 10CFR 51.22(b), an environmental assessment of the change is not required.

This Technical Specification change has been reviewed and approved by the WNP-2 Plant Operations Committee (POC) and the Supply System Corporate Nuclear Safety Review Board (CNSRB).

In accordance with 10CFR170.21, an application fee of One hundred fifty dollars ($ 150.00) accompanies this request. In accordance with 10CFR50.91, the State of Washington has been provided a copy of this letter, Should you have any questions. please contact Manager, WNP-2 Licensing.
