OPERATING LICENSE NPF-21, REQUEST FOR AMENDMENT TO ADMINISTRATIVE CONTROLS FOR NUCLEAR SAFETY ASSURANCE GROUP (NSAG) 6.2.3

Reference:

"NRC Inspection of the HNP-2 Nuclear Plant", dated June 3, 1985.

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2. 101, the Supply System hereby requests an amendment to the "Adminis-trative Controls" section of the subject Technical Specifications. The proposed amendment involves the Nuclear Safety Assurance Group (NSAG Composition,6.2.3).

Technical Specification (TS) .6.2.3.2 as presently written (see attached) states in part, "The NSAG shall be composed of at least five, dedicated, full-time engineers, a minimum of three located on si te and two at the home office . . .". The Supply System proposes the wording of this TS requirement be changed as follows: "The NSAG shall be composed of at least five dedicated, full-time engineers with a minimum of three located on site." This change would result in normal NSAG composition being in strict literal compliance with the TS wording. The original intent of this TS was to ensure NSAG was comprised of five dedicated, full-time engineers and to allow two engineers to be located at the home office.

The intent of the WNP-2 staff and NRC personnel who developed this TS was not to direct that two engineers must be located at the home office at aTI times. Approval will satisfy Item II in the Notice of Violation attached to the referenced letter.

The Supply System has reviewed this change per 10 CFR 50.59 and determined that no unreviewed safety questions will result from this amendment. This TS change has been reviewed and approved by the WNP-2 Plant Operations Committee and the Supply System Corporate Nuclear Safety Review Board.

Butler Page Two July 9, 1985 RE(UEST FOR AMENDMENT TO ADMINISTRATIVE CONTROLS FOR NUCLEAR SAFETY ASSURANCE GROUP (NSAG) 6.2.3 On April 6, 1983, the NRC published guidance in the Federal ~Re ister (48 FR 14870) concerning examples of amendments that are not likely to involve significant hazards consideration. One such example, (i) involves a ". . . purely administrative change to technical specifications: for example, a change to achieve consistency throughout the technical specifica-tions, correction of an error, or a change in nomenclature." Accordingly, this proposed change to the technical specifications involves no significant hazards consideration.

The Supply System has evaluated this request in accordance with 10 CFR 170.21 and has included a warrant for One hundred fifty dollars ($ 150.00) as initial payment for this application for amendment under Facility Category A (Power Reactors).
