Department of Nuclear Engineering September 19, 2017 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington D.C. 20555 Review of the technical specifications for the AGN-201M reactor located at the University of New Mexico, Docket 50-252 indicated that the following changes are needed:

The definition of Safety Limit 1.1.29 needs to read as:

1.1.29 Safety Limit (SL) - Limits upon important process variables that are found to be necessary to reasonably protect the integrity of certain of the physical barriers that guard against the uncontrolled release of radioactivity.

There was a lack of version control during the license renewal process resulting in two inconsistencies in the text. In Section 6.1.7, the title of the Radiation Control Committee was incorrectly given as Committee on Radiation Control. Section 6.1.11 was incorrectly numbered as 6.1.12. These two errors meant that the version of the Technical Specification sent with the Amendment Request in 2014 were inconsistent with the Technical Specifications issued with the license renewal in 2011.

Under Section 3.4.c, the last sentence is confusing. Because the lead-in to Sections a through e.

starts with the phrase, During Reactor Operation: the phrase as the end of 3.4.c during operation is redundant and should be deleted. Section 3.4.c should read as, The top of the reactor shall be considered a high radiation area, and the access stairs to the top of the reactor shall be equipped with a gate and a lock for access control. The keys for the gate shall be in control of the reactor operator.

Again, a lack of version control during the license renewal process resulting in inconsistencies in the text. In the Technical Specifications issued with the license renewal, Section 4.4.b incorrectly references 3.4.d as the location of the description for reactor access control. This error also appears in the first paragraph under Basis in Section 4.4. During license renewal, there was a 3.4.c, but it was subsumed into 3.4.b. When this was done, the specifications following this were renumbered so that 3.4.d became 3.4.c, etc.. However, the references to the old 3.4.d were not updated to reflect this change. Thus the reference in Section 4.4.b and in the Basis section of Section 4.4 should be to 3.4.c.
