SUBJECT:

UNIVERSITY OF NEW MEXICO - ISSUANCE OF AMENDMENT NO. 5 TO RENEWED FACILITY OPERATING LICENSE NO. R-102 FOR THE AEROJET-GENERAL NUCLEONICS-201 MODIFIED REACTOR (EPID NO. L-2017-PMP-0015)

Dear Dr. Busch:

The U.S. Nuclear Regulatory Commission (NRC) has issued the enclosed Amendment No. 5 to Renewed Facility Operating License No. R-102 for the University of New Mexico (UNM)

Aerojet-General Nucleonics-201 Modified Reactor. The amendment consists of changes to the facility operating license and technical specifications (TSs) in response to UNMs application dated December 15, 2014, as supplemented by letters dated March 4, 2015, September 28, 2015, May 22, 2017, September 19, 2017, and March 28, 2018.

The revised TSs reflect changes associated with the split of a licensee department, the Department of Chemical and Nuclear Engineering that resulted in a new, stand-alone Department of Nuclear Engineering. The amendment also makes corrective and editorial changes to the TSs.

The NRC staffs safety evaluation supporting Amendment No. 5 is enclosed. If you have any questions, please contact me at (301) 415-4067, or by electronic mail at Edward.Helvenston@nrc.gov.

Sincerely,

/RA/ Michael Balazik for Edward Helvenston, Project Manager Research and Test Reactors Licensing Branch Division of Licensing Projects Office of Nuclear Reactor Regulation Docket No. 50-252 License No. R-102
