CONTROL NUMBER(S) of 07/26/2017 University of New Mexico UNM Amendment 5 changes to the AGN SN. 112 technical specifications During the call Dr. Busch described that the Nuclear Engineering Laboratory Supervisor's relationship to the security of the reactor is limited to managing the laboratory building. The reactor room contained within the laboratory building has a separate security area license by the NRC (R-102). The state of New Mexico, an agreement state has jurisdiction outside the reactor room which is a separate security zone. The Nuclear Engineering Laboratory Supervisor has no responsibilities in the technical specifications because the UNM job description does not deal with the reactor or describes any responsibility in the TSs.

The NRC staff found that the TSs issued with the renewal (ADAMS Accession No. ML100920074) were inconsistent with version sent December 15, 2014 (ADAMS Accession No. ML1436A155). The title of the Radiation Control Committee in TS 6.1.7, and numbering in TS 6.1.11 are different. During the call Dr. Busch described that the changes appear to have been completed in 2010 during the license renewal.

During the call Dr. Busch described that the Radiation Safety Officer designee would be filled by a person determined by the radiation safety office (RCC) to be qualified. This is a campus wide office and the reactor (licensee, R-102) has no say in their selection process. Interface between the RCC and the reactor is done through the radiation safety officer or his designee.
