On December 22, 1994, the Westinghouse Owners Group met with the NRC Staff to address the impact of the recent St. Lucie data on the mechanical tube plug action plan. At the end of the meeting, the NRC Staff requested that each licensee provide a letter to the NRC addressing four items. NNECO hereby provides a response to each of the four items:

stion 1: Identify the number of Westinghouse mechanical plugs manufactured from Alloy 600TT material present in your steam generators that have not been either changed out or replaced.

R s onse 1: To date, three mechanical plugs in the hot leg and eleven mechanical plugs in the cold leg of the Millstone Unit No. 3 steam generators have not been either changed out or replaced.

uestion 2: Reaffirmation that operation of your plant with the identified plugs does not represent a safety issue.

This should be based on your previous response to NRC Bulletin 89-01 and its supplements.

Res onse 2: NNECO believes that the recent events, the algorithm revisions notwithstanding, do not change the technical basis for the prior action plan addressing mechanical plug corrosion. The justification for continued operation provided in WCAP-12444 for steam generator tube plugs continues to apply.

Res ons 3: NNECO will be evaluating the impact of Addendum 3 to WCAP.-12444 on our existing action plan for addressing mechanical plug corrosion provided in our letter dated July 30, 1991.'"

uesti n 4: A commitment to issue to the NRC a schedule and revised action plan for your plant in addressing this issue 30 days prior to your next scheduled to begin outage.

Re onse 4: As stated in our letter dated July 30, 1991, the remaining three mechanical plugs (heat 4 NX2387) in the hot leg of the Millstone Unit No. 3 steam generators are scheduled for repair during the upcoming refueling outage currently scheduled to start in April 1995. No cold leg mechanical plugs are presently expected to require repair.
