REVISION TO CONFIRMATORY ACTION LETTER FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2

Dear Mr. Anderson:

On May 17, 2016, Entergy Operations, Inc. (Entergy) submitted the Arkansas Nuclear One (ANO) Comprehensive Recovery Plan (CRP) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16139A059). The CRP describes the actions that Entergy is taking to resolve the causes for declining performance at ANO including actions to address the issues that led to ANO being placed in the Multiple/Repetitive Degraded Cornerstone Column (Column 4) of the NRC Action Matrix and issues identified during third-party assessments of ANOs safety culture.

On June 17, 2016, the NRC issued a Confirmatory Action Letter (CAL) (ADAMS Accession No. ML16169A193) to confirm the commitments made by Entergy. As discussed in the CAL, pursuant to Section 182 of the Atomic Energy Act, 42 U.S.C. 2232, Entergy is required to notify the NRC in writing, if for any reason, an action listed in the CAL cannot be completed within the specified schedule. On December 8, 2016, you verbally notified the NRC that you would not complete all actions in the Safety Culture Focus Area of the CAL by the committed completion date of December 2016. Specifically, you stated you would not complete the following actions:

SC Develop and provide training to ANO leaders, including supervisory training on Nuclear Safety Culture (NSC) and Safety Conscious Work Environment (SCWE),

constructive conversation skills, and how to foster a strong NSC within their organizations.

NF Develop and provide training to ANO leaders, including supervisory training on NSC and SCWE, constructive conversation skills, and how to foster a strong nuclear safety culture within their organizations.

The verbal notification was followed by a letter dated February 24, 2017, (ADAMS Accession No. ML17055B516) which stated that you expanded the planned scope of communication skills training for station leaders based on the results of an effectiveness review. The letter proposed a new commitment to complete CAL items SC-9 and NF-7, with the expanded training scope, by December 2017.

R. Anderson 2 After consulting with the Director of the Office of Nuclear Reactor Regulation, the NRC staff agrees with your revised commitment to complete all actions in the CAL Focus Area of Safety Culture by December 2017.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice and Procedure, a copy of this letter and your response will be made available electronically for public inspection in the NRC Public Document Room and in ADAMS, accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html.
