Subject:

Issuance of amendments regarding storage of new fuel for Browns Ferry Nuclear Plant Units 1, 2 and 3

Dear Mr. Walter,

The U.S. Nuclear Regulatory Commission is about to issue amendments to the Browns Ferry Unit 1 license. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments.

By letter dated August 12, 2016 (Agencywide Document Access Management System Accession No. ML16225A663),

Tennessee Valley Authority submitted a license amendment request (LAR) that would update language in Technical Specification 4.3.1.2, Fuel Storage Criticality, for Browns Ferry Nuclear Plant, Units 1, 2, and 3, to prohibit storage of fuel in the new fuel storage vault. The proposed language would also clarify that new fuel is to be stored in the spent fuel storage racks, which are located in the spent fuel pool.

Attached is the associated proposed no significant hazards consideration for the amendment request that was published in the Federal Register (FR) on October 10, 2016 (81 FR 70187).

Please let us know if you have any comments on behalf of the State of Alabama for the above amendment.

Regards, Farideh E. Saba, P.E.
