- 10. PART 10 - Quality Assurance Program Description The quality assurance program description (QAPD) comprises Part 10 of the application under 10 CFR Part 52. Requirements for the QAPD pertaining to a combined license (COL), early site permit (ESP), and design certification (DC) are set forth, respectively, in §52.79(a)(25),
§52.17(a)(1)(xi), and §52.47(a)(19).
The type of application determines the scope and content of the QAPD. The COL applicant describes quality assurance applied to the design, fabrication, construction, testing, and operation of the facility; the ESP applicant describes quality assurance applied to site-related activities for the design, fabrication, construction, and testing of the future facility or facilities; and, the DC applicant describes quality assurance applied to the facility design. Detailed guidance for the format and content of the QAPD is provided in chapter 17 of Appendices A, B, C, and D to this regulatory guide.
Part 10 of the application should contain the applicants QAPD as a separate, stand-alone document. If the QAPD was previously submitted to the NRC for review (e.g., prior submittal as a topical report), the transmittal correspondence should be identified, the QAPD should be incorporated by reference in the application, and the QAPD should not be resubmitted with the application.
