C.1 Application Format & Content Each licensing application prepared for tendering under the provisions of 10 CFR Part 52 shall comply with the requirements set forth, respectively, in Part 52 Subpart AEarly Site Permits, Subpart BStandard Design Certifications, or Subpart CCombined Licenses. Each application shall be submitted to the NRC in accordance with §50.30, Filing of Application; Oath or Affirmation, and §52.3, Written Communications. Furthermore, each application should adhere to the standard format and content identified herein.

The application consists of a comprehensive collection of documented information and data that should be: 1) organized in multiple parts consistent with the standard parts discussed in this section; and, 2) submitted to the NRC via a formal transmittal letter. Where practicable, applications are to be submitted using the NRCs electronic submittal process. Guidance regarding the NRCs electronic submittal process is addressed in Section C.2 of this guide.

Application Transmittal Letter A formal transmittal letter should accompany each application. The letter should be in standard business format and should:

1. Identify the applicant (e.g., business entity)
2. Identify the type of application and the referenced 10 CFR 52 Subpart
3. Provide a summary of the application to include the site location and description, reactor design, relation to other applications anticipated or currently undergoing NRC review, relevant prior correspondence with the NRC (e.g., pre-application interactions, submittal of topical reports)
4. Identify the parts of the application being submitted by part number and title
5. Identify which part(s) of the application contain the following types of information and describe how such information is being accommodated:
a. Restricted Data, requiring information separation in accordance with §50.33(j);
b. Safeguards Information, requiring protection as identified in 52.17(d), 52.47(d), and 52.79(d);
c. Security-Related Information withheld under §2.390(d)(1), not requiring an affidavit;
and,
d. Information such as trade secrets, privileged, or confidential commercial or financial information requested to be withheld from public disclosure in accordance with

§2.390, requiring an affidavit

6. Identify the means by which the application is being submitted (e.g., electronic submittal)
7. Identify the applicants designated point(s) of contact (name, address, phone numbers)
8. Include additional explanatory information that may assist the NRC in understanding any unique aspects of the application
9. Identify information, data and calculation packages that formed the basis for conclusions in the application and the availability of these to NRC staff
10. Include the signature of applicant or duly authorized officer under oath or affirmation (in accordance with §50.30(b))

Application Parts The parts of an application are standardized by number, title, and content. The type of application (i.e., combined license (COL), early site permit (ESP), or standard design certification (DC)) and the applicants selection of regulatory options (e.g., COL application may or may not reference an ESP and/or DC) determine which standard parts are to be included in a specific application. Table 1, Application Format & Content, illustrates this guidance by the use of to reflect mandatory parts, as well as, Not Applicable and Optional cell entries for each of the three types of applications. Detailed guidance for the format and content of each application part is provided in the following pages of this Section C.1 of this regulatory guide.
