Draft Revision February 27, 2015 C.1 Application Format & Content

1. PART 1 - General & Financial Information The administrative, general and financial information pertaining to the applicant comprise Part 1 of the application under 10 CFR Part 52. Requirements for this information related to an application for a combined license (COL), standard design certification (DC), and early site permit (ESP) are set forth, respectively, in §52.77, Contents of Applications; General Information, §52.46, Contents of Applications; General Information, and §52.16, Contents of Applications; General Information.

In summary, §52.77 requires a COL application to contain all of the information required by

§50.33, Content of Applications; General Information; §52.46 requires a DC application to contain all of the information required by §50.33(a) through (c) and (j); and, §52.16 requires an ESP application to contain all of the information required by §50.33(a) through (d) and (j).

There are several requirements concerning the treatment of non-public information in the application. For example, §50.33(j) requires applicants to separate all Restricted Data or other defense information from the unclassified information in the application. Also, §2.390, Public Inspections, Exemptions, Requests for Withholding, identifies the requirements regarding all information (e.g., trade secrets, confidential commercial, financial, security-related but not Safeguards Information) which the applicant requests to be withheld from public disclosure.

Applicants should include all information requested to be withheld from public disclosure under

§2.390 in Part 9 of the application.

Specific requirements and guidance addressing Part 1 information follow:

NUREG-1577, Standard Review Plan on Power Reactor Licensee Financial Qualifications and Decommissioning Funding Assurance, Revision 1, February 1999 Applicants should present the information in Part 1 in a logical and organized manner and, additionally, should include in Part 1 an introduction to the overall application. The introductory section should include the purpose and summary of the application and should address the organization and content of the application. For example, the introduction should address the application format and content, labeling conventions, pagination, notation scheme for incorporating by reference a DC and/or ESP, references, and revision markings. As practicable, information such as financial data and lists of names/addresses should be provided in tables.

Reports submitted to other regulatory authorities, which contain current information required by

§50.33, may be included in Part 1 along with an explanation for the inclusion.
