OFFICIAL USE ONLY SECURITY RELATED INFORMATION UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 April 4, 2014 Mr. Oscar A Limpias Vice President~Nuclear and CNO Nebraska Public Power District 72676 648A Avenue Brownville, NE 68321
SUBJECT:
COOPER NUCLEAR STATION- TRANSMITTAL OF U.S. ARMY CORPS OF ENGINEERS FLOOD HAZARD REEVALUATION INFORMATION (TAC NO. MF3035)
Dear Mr. Limpias:
The purpose of this letter is to transmit the U.S. Army Corps of Engineers (USAGE) portion of the Cooper Nuclear Station (CNS) flood hazard reevaluation (FHR) associated with the assessment of flood hazards due to flooding in streams and rivers, including potential site flooding due to dam failure. In a letter dated August 22, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13246A075), Nebraska Public Power District (NPPD) requested assistance from the U.S. Nuclear Regulatory Commission (NRC) in obtaining information from the USAGE to support NPPD's development of an FHR response to the March 12, 2012, request for information (ADAMS Accession No. ML12073A348). In a letter dated October 7, 2013 (ADAMS Accession No. ML13261A074), the NRC informed NPPD that it was contracting with the USAGE directly to perform portions of the FHR.
The NRC letter dated October 7, 2013, provided details on the portion of the FHR that would be performed by the USAGE. This USAGE portion of the FHR was further discussed in a meeting on December 17, 2013, with NPPD, USAGE, and the NRC as documented in a meeting summary dated February 10, 2014 (ADAMS Accession No. ML14031A162). The enclosures to this letter contain the results of the USAGE FHR performed in accordance with interim staff guidance JLD~ISG~2013~01, "Guidance For Assessment of Flooding Hazards Due to Dam Failure," Revision 0, dated July 29, 2013 (ADAMS Accession No. ML13151A153). contains the relevant USAGE results at CNS, which NPPD needs to consider as part of its flood hazard evaluation report. The USAGE results are based on JLD-ISG-2013-01 and USAGE knowledge of the river system. Enclosure 2 is a compact disk of the results at the river mile locations you requested as documented in the February 10, 2014, meeting summary.
The USAGE results contained in Enclosure 1 are a subset of the information contained in .
Enclosures 1 and 2 to this letter contain Security-Related Information. When separated from the enclosures, this letter is DECONTROLLED.
