REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION FEBRUARY 12, 2014 The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC, held a telephone conference call on February 12, 2014, to discuss and clarify the following response to requests for additional information (RAis) concerning the license renewal application provided in ML14022A132.
RAI MET-7:
The RAl response provided supporting information pertaining to direct emissions, but the response did not include supporting information specific to the indirect emissions (the quantity of indirect emissions, however, were provided).
The staff is seeking for supporting information specific to the indirect emissions.
Discussion:
The applicant provided the following clarification:
Sulfur hexafluoride (SF6) sources-SF6 emissions are estimated by assuming that purchases are equal to usage. An SF6 cylinder bottle is assumed to be used in the year the cylinder is purchased, and purchases are tracked through purchase records.
Refrigerant sources -a database of refrigeration and air conditioning equipment with a 50 pound or greater refrigerant charging capacity is maintained, and emissions of refrigerants from such equipment are estimated using Environmental Protection Agency (EPA)-specified methodology and data from software that tracks refrigerant purchases as well as consumption, recovery, and leak rates.
Electricity Consumption-Indirect greenhouse gas (GHG) emissions (from electrical energy imports) are estimated from electricity purchases obtained from the utility bills for Braidwood Nuclear Station and emission factors obtained from EPA Climate Leaders Greenhouse Gas Inventory Protocol, "Indirect Emissions from Purchases/Sales of Electricity and Steam." Appendix B.
Exelon's procedure EN-AA-201-2020, Green House Gas Program, defines roles, responsibilities and policies to assure accurate data collection and tracking, as well as quantification methodologies for GHG emissions.
The staff determined that the above information satisfies the request for supporting information.
No additional response is required.
