- 3. Letter, J. A. Zwolinski, NRC, to Kenneth P. Baskin, SCE, Staff Overtime Requirements, March 16, 1985 Reference 1 provided us with NRC staff questions on our Proposed Change Nos. 130 for San Onofre Unit 1 and NPF-10/15-83 for San Onofre Units 2/3.
These proposed changes were submitted by our letters dated May 1, 1984 (Unit 1) and March 7, 1984 (Units 2 and 3).
In order to resolve the staff questions a meeting was held with the NRC staff on December 11, 1984. The meeting concluded that a complete resubmittal of the proposed changes, including any revisions agreed upon during the meeting, and a submittal of our responses to the staff questions is appropriate. Accordingly, provided as Enclosures 1 and 2 are our responses to the NRC staff questions presented at the December 11, 1984 meeting, and the proposed Section 6.0 Technical Specifications for San Onofre Units 1, 2 and 3 (Enclosures 3 and 4).
The proposed changes provided with the original submittals are denoted by a single line in the right hand column and any revisions since the original submittals, whether discussed in the meeting or not, are denoted by a double line in the right hand column.
In addition to the changes proposed in our responses to the staff questions, we have revised the OSRC quorum requirements, revised the onsite and offsite organization charts, renumbered the Unit 1 Section 6.0 to be consistent with the Units 2 and 3 numbering, and resolved some inconsistencies in San Onofre Unit 1 and San Onofre Units 2 and 3 reporting requirements.

April 12, 1985 Also included in the San Onofre Unit 1 proposed changes (Enclosure 3), are pages issued with Amendment No. 79, which require a change due to the renumbering of Section 6.9.3 to 6.9.2 and the new pages issued with Amendment 88. We also request that you delete San Onofre Unit 1, Section 6.12, Environmental Qualification, since the issuance of 10 CFR 50.49 supercedes this section. The new San Onofre Unit 1, Section 6.16 is inserted for the reasons identified in Reference 2.
The transfer of the Nuclear Audit and Review Committee (NARC) responsibilities to the Nuclear Safety Group (NSG) at San Onofre Unit 1 is described in Enclosure 1 and reflected in Enclosure 3. It should also be noted that the description of the Nuclear Control Board (NCB) responsibilities is also being removed from the San Onofre Unit 1 Technical Specifications.
However, it will continue to function in a manner similar to that described in the San Onofre Units 2 and 3 FSAR and will consist of the membership described therein.
As you know, Reference 3 forwarded Amendment No. 88 to Provisional Operating License No. DPR-13 for San Onofre Unit 1. Enclosure 4 proposes a similar revision to the San Onofre Units 2 and 3 Appendix A Technical Specifications. This revision should be found acceptable for the reasons stated in Reference 3 and is proposed in order to provide consistency of Section 6.0 Technical Specifications among San Onofre Unit 1, and San Onofre Units 2 and 3. The issuance of this proposed Section 6.2.2.f will require deletion of License Condition 2.C(19)b for San Onofre Unit 2 and a revision to the wording of 6.2.2.f for San Onofre Unit 3.
Based on our review of the Information included in Enclosures 3 and 4, there is no change to our previous conclusion stated in the applications dated May 1, 1984 (Unit 1) and March 7, 1984 (Units 2 and 3),
that these Proposed Changes do not constitute a significant hazards consideration. If you have any questions regarding the enclosed information, please let me know.
