Southern California Edison Company P.O. BOX 800 2244 WALNUT GROVE AVENUE DAVID J.ROSEMEAD, CALIFORNIA 91770 DAIJ. FOGARTY TELEPHONE EXECUTIVE VICE PRESIDENT October 17, 1983 213-572-2796 Mr. H. R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Denton:

Subject:

Docket Nos. 50-206, 50-361 and 50-362 San Onofre Nuclear Generating Station Units 1, 2 and 3 Since January 1980, responsibility for the Southern California Edison nuclear power program has been centralized in our Nuclear Engineering and Operations Department.

Following the commercial operation of San Onofre Unit 2, and the anticipated soon commercial operation of Unit 3, Edison is establishing a separate organization responsible for activities at the San.Onofre site. Mr. Harold B. Ray has been desig nated Site Manager responsible for this organization and reporting to the undersigned.

His position as Station Manager has been assumed by Mr. Jerry G. Haynes, formerly Manager of Nuclear Operations.

Mr. Kenneth P. Baskin has been appointed Vice President, Nuclear Engineering, Licens ing and Safety Department, also reporting to the undersigned. This department is responsible for nuclear activities generally not occurring at the San Onofre site, including corporate oversight of station operations.

Pending submittal by Edison, and approval by the NRC, of technical specification revisions to reflect these organizational changes, Mr. Ray will also discharge the responsibilities of the Manager of Nuclear Operations, including membership on the Nuclear Audit and Review Committee for San Onofre Unit 1 and the Control Board for Units 2 and 3. Similarly, the Manager, Nuclear Licensing will discharge the responsibilities of the Manager of Nuclear Engineering, Licensing and Safety on the Nuclear Audit and Review Committee for San Onofre Unit 1.

We believe this organizational change will increase executive-level attention to activities at the San Onofre site and to our other nuclear activities, including oversight of station operations. Revisions to the technical specifications for all three units at San Onofre are in preparation and will be submitted soon.
