Oconee Inundation Study Response and NRC's Draft JCO Mark, there are some outstanding concerns in DRA regarding the staff's evaluation of the licensee's August 2, 2010, subject submittal. While the concerns appear to focus on the NRC's draft JCO, they are directly relevant to the NRC's response to the licensee's August 2 submittal. As discussed, the DRA concerns are to be treated as a non-concurrence to the NRC's response letter. I've asked Meena Khanna to add DRA to the concurrence chain so we can document the concerns and the responses. I understand we do not intend to continue with the NRC's draft JCO as that responsibility correctly lies with the licensee. I've asked DORL to request the licensee's JCO for our review. I understand that Meena has arranged a meeting on Wednesday, December 22, with interested parties to discuss the remaining issues. As you're aware, one of the agency's hydrologists is retiring at the end of December, and the intent of Wednesday's meeting is to assure we have communicated and understand the issues. Of course, before you can provide an opinion/concurrence as DRA, we will provide the written response to the open concerns.
