MF0460 - DAEC - License Amendment Request Re: Adoption on TSFT-522, originally intended for processing via CLIIP - acceptance review results Summary of Acceptance Review Results The NRC staff has found your December 21, 2012, application for amendment (ADAMS Accession No. ML12356A184) to be acceptable for review, per the guidance of NRR Office Instruction LIC-109, as a license amendment to processed without Consolidated Line Item Improvement Process (CLIIP) status.

Background

The proposed amendment would modify the current Duane Arnold Energy Center Technical Specification (DAEC TS) requirement to operate the Standby Gas Treatment System for 10 hours0.417 days <br />0.0595 weeks <br />0.0137 months <br /> on a frequency specified in the Surveillance Frequency Control Program in accordance with TSTF-522, Revision 0, "Revise Ventilation System Surveillance Requirements to Operate for 10 hours0.417 days <br />0.0595 weeks <br />0.0137 months <br /> per Month."

During the acceptance review conducted in accordance with LIC-109, NRC staff determined that the application contained the necessary technical information to proceed with a technical review but that the resultant Safety Evaluation (SE) would need to include supplementary information to fully address the application, thus departing from the use of the SE specifically prepared for this CLIIP amendment. However, the NRC staff further determined that the application was acceptable per LIC-109, regarding the additional information provided to support supplementing the SE.

DAEC was contacted to determine if the CLIIP status, or its implied processing of an amendment application within 6 months, was essential to DAECs needs. By email message dated January 23, 2013 (ADAMS Accession No. ML13024A176), you confirmed that the usefulness of the amendment did not depend on it having a CLIIP status. In addition, you recognized that the amendment processing by NRC staff would be guided by the typical one-year metric that applies but asked that we endeavor to act on the application within 8 months. Cognizant NRC staff has been advised of your preference for processing the application within 8 months.
