In the course of their review, NRC staff has identified the need for a Request for Additional Information (RAI) to complete the review of the subject DAEC TS change. The RAI is attached.

Background

By application dated December 21, 2012, Agencywide Documents Access and Management System (ADAMS) Accession No. ML12356A184, NextEra Energy Duane Arnold, LLC (the licensee), requested changes to the Technical Specifications (TSs) for Duane Arnold Energy Center (DAEC). Regulatory Basis The regulatory requirements for design and testing of the subject systems are contained in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.67 and Part 100, as well as Part 50, Appendix A, "General Design Criteria for Nuclear Power Plants," General Design Criteria 19, 41, 42, 43, and 61.

Request for Additional Information The Nuclear Regulatory Commission staff evaluated the licensees proposed change against the applicable regulatory guidance in Regulatory Guide (RG) 1.52, Revision 3, Design, Testing, and Maintenance Criteria for Post-Accident Engineered-Safety-Feature Atmosphere Cleanup System Air Filtration and Adsorbtion Units of Light-Water-Cooled Nuclear Power Plants, ADAMS Accession No. ML011710176, guidance in the Standard Technical Specification as modified by TSTF-522, and the regulatory requirements of 10 CFR 50.36.

Please discuss how RG1.52, Revision 3, is currently being implemented at Duane Arnold and identify any deviations taken from the guidance provided.
