SUBJECT:

Calvert Cliffs Nuclear Power Plant Unit Nos. 1 & 2; Docket Nos. 50-317 & 50-318 Withdrawal of Commitments Regarding Generic Letter 2004-02

REFERENCES:

(a) Letter from G. H. Gellrich (CCNPP) to Document Control Desk (NRC), dated December 30 2010, Supplemental Information Regarding Generic Letter 2004-02 (b) Memo from A. L. Vietti-Cook (NRC) to R. W. Borchardt (NRC), dated December 23, 2010, Staff Requirements

-SECY 10-0113 -Closure Options for Generic Safety Issue -191, Assessment of Debris Accumulation on Pressurized Water Reactor Sump Performance In Reference (a), we provided final plant modification commitments to bring both Calvert Cliffs Units into conformance with the latest successful strainer testing results. These commitments require substantial modifications to equipment and structures in the Containments, including insulation replacement.

Reference (b) noted that additional testing and analyses need to be completed regarding in-vessel effects to allow successful resolution of Generic Safety Issue-191.

According to Reference (b), the testing is expected to be complete by the end of 2011 and a path forward based on the test results is expected to be formulated by mid-year 2012. Given the timing of the completion of the tests and analyses, it would be prudent to defer further plant modification actions until the tests and analyses are complete. Therefore, we withdraw the commitments to perform the required field modifications described in Attachment (1) of Reference (a). Once an acceptable path forward is identified, weighing the safety U~L Document Control Desk April 28, 2011 Page 2 significance, occupational dose, and other relevant risk-informed considerations, we will determine appropriate Generic Safety Issue-191 resolution commitments.
