SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 23,2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY OPERATIONS, INC. REGARDING PROGRESS ON NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) STANDARD 805 TRANSITION ACTIVITIES A teleconference was held between representatives of Entergy Nuclear Operations, Inc. (ENO) and the Nuclear Regulatory Commission (NRC) staff to discuss progress on the Palisades Nuclear Plant (PNP) National Fire Protection Association (NFPA) 805 transition activities. ENO submitted "Palisades NFPA 805 Project Milestones" table (see Enclosure 1) which provides the list of NFPA 805 transition activities and their status. The enclosure provides the status of each task and shows several tasks as complete. The licensee reported that Palisades NFPA 805 Team is targeting license amendment request completion by December 31, 2010; however, all contingency time has been consumed. The licensee is bringing additional resources to support this date. The NRC staff stressed upon the licensee to ensure that meeting the scheduled date does not affect the quality of the submittal. The NRC staff participated in the final fire Probabilistic Risk Assessment (PRA) peer review during the week of August 22,2010. The licensee is planning to schedule an additional fire PRA review in December 2010.

Background

On December 9, 2008 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML083260577), NRC staff granted additional enforcement discretion to Palisades. ENO in its letter dated November 25, 2008 (ADAMS Accession No. ML083370155) made a commitment to conduct a monthly teleconference with the NRC staff to discuss progress on the PNP NFPA 805 transition activities.

Task 7 - Completionextended due to extensionof Subtasks7.14 & 7.15 based on alignment with Task 4 extension.

Task 8 & 10 - Task 7 is pushing out Task 8 & 10 as the Fire Risk Evaluations(FRE's) & Transition Report (TR) can not be completeduntil the DeterministicFire PRA is complete.

Task 11 - The PalisadeNFPA 805 Team is targeting LAR completionby 12131/2010; however,all contingencytime has been consumed. Additional resourceshave been obtainedto support this date.
