PALISADES NUCLEAR PLANT - PARTICIPATION BY NRC STAFF IN THE FIRE PRA PEER REVIEW
Dear Sir or Madam:
The purpose of this letter is to confirm participation by the Nuclear Regulatory Commission (NRC) staff in the Fire Probabilistic Risk Assessment peer review at Palisades Nuclear Plant (PNP), from August 23 through August 27, 2010, at the Palisades site. This review is being conducted by Scientech, Inc., at the request of Entergy Nuclear Operations, Inc. (ENO, the licensee), as part of the NFPA 805 project at PNP. The NRC staff was first made aware of this activity during a periodic call on NFPA 805 project status with your representatives. During the teleconference, the NRC staff expressed the desire to observe this activity at the Palisades site.
In a subsequent telephone conversation, your representatives were made aware of the scope of the NRC staff's presence during the peer review. The activities and discussions of the peer review team will be observed by the observation team in a non-intrusive manner, as much as is possible. The observed activities include the entrance and exit meetings, the actual peer reviews, peer review walkdown, and peer review team internal meetings and briefings.
The observers intend to have minimal interactions with the peer review team to ensure that they do not inadvertently influence or delay the performance of the peer review. It is expected that when the observers do interact with the peer review team, the questions will primarily be process-oriented so as to understand how the peer review team implements specific aspects of the peer review process. The designated staff members of the NRC team are Mr. Steven Laur, Senior Technical Advisor, and Dr. Ray Gallucci, Senior Fire PSA Engineer. They both have previous experience of conducting and serving as team members on similar peer reviews, including serving as observers, and are fully aware of the process.
