BIG ROCK POINT, FISCAL YEAR (FY) 2009 ISFSI MASTER INSPECTION PLAN
Dear Mr. Schwarz:
In accordance with NRC Manual Chapter 2690, Inspection Program for Dry Storage of Spent Reactor Fuel at Independent Spent Fuel Storage Installations, NRC Region III staff and management have developed a Master Inspection Plan (MIP) for Big Rock Point. The plan is projected based on your proposed Independent Spent Fuel Storage Installation (ISFSI) activities for the site from October 2008 through September 2009 (FY2009). The plan outlines how we intend to focus our Regional inspection resources to address significant ongoing ISFSI activities.
Because the FY2009 MIP is based on your proposed ISFSI activities, the plan and the focus of NRC inspection activities may change to reflect a change in your planned ISFSI activities or your performance. In order to ensure that the MIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch staff informed of any significant changes in your proposed schedule of ISFSI activities. You will be informed of any changes to the Big Rock Point FY2009 MIP.
We plan to conduct one inspection during FY2009. The inspection will involve performance based observations of your emergency preparedness drill as well as routine surveillances of storage operations at the Big Rock Point ISFSI site. The inspection procedure, which we plan to use during our inspection, is listed below. The use of specific procedures will depend on the ISFSI activities being conducted. The inspection procedure listed below is accessible from the NRC website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html.
Inspection Procedure Title IP 60858 Away from Reactor ISFSI Inspection Guidance Security related inspection activities will be addressed in a separate MIP.
