DIABLO CANYON POWER PLANT, UNIT 2 - CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-003 (TAC NO. MD7290)

Dear Mr. Becker:

On March 15, 2007 the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070670425) regarding dissimilar metal welds near the pressurizer at Diablo Canyon Power Plant (DCPP) Unit 2. This letter acknowledges receipt of your letter dated April 24, 2008 (ADAMS Accession No. ML081230617), informing the NRC of actions taken in response to this CAL.

In your letter, you stated that during the fourteenth refueling outage for DCPP Unit 2, Pacific Gas

& Electric Company completed preemptive full structural weld overlays to mitigate the effects of primary water stress corrosion cracking of susceptible material on the DCPP Unit 2 pressurizer dissimilar metal welds. Further, you stated that examination results on the DCPP Unit 2 pressurizer spray, relief, safety, and surge nozzle safe-ends indicated successful weld overlay mitigation with no reportable indications for each weld overlay.

Based on your letter, the NRC has found that all the commitments listed in the CAL and supporting commitment letter dated February 20, 2007 (ADAMS Accession No. ML070580128),

have been met. No further response is required regarding the CAL. We consider the CAL closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. This action closes TAC No. MD7290.

Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
