ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2; CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - RESPONSE TO EXTENSION REQUEST FOR GENERIC LETTER 2008-01, MANAGING GAS ACCUMULATION IN EMERGENCY CORE COOLING, DECAY HEAT REMOVAL, AND CONTAINMENT SPRAY SYSTEMS (TAC NOS. MD7802, MD7803, MD7832, MD7871, AND MD7816)
Dear Mr. Fulford:
The U.S. Nuclear Regulatory Commission (NRC) Generic Letter (GL) 2008-01, Managing Gas Accumulation In Emergency Core Cooling, Decay Heat Removal, And Containment Spray Systems, requests licensees to submit information to demonstrate that the emergency core cooling, decay heat removal, and containment spray systems are in compliance with the applicable regulatory requirements, and that suitable design, operational, and testing control measures are in place for maintaining this compliance.
As stated in GL 2008-01, each licensee should provide the requested information in writing within 9 months, and if a licensee cannot meet the requested 9-month response date, a 3-month written response is required that describes the alternative course of action that it proposes to take, including the basis for the acceptability of the proposed alternative course of action.
By letter dated April 8, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081080038), as supplemented by an email dated April 10, 2008 (ADAMS Accession No. ML081221034), Carolina Power and Light Company and Florida Power Corporation (the licensees) documented an April 3, 2008, phone call between the NRC staff and the licensee, during which the staff agreed to a 30-day extension to the 3-month response for GL 2008-01.
The date extension was requested and approved: 1) based on the short time frame between receipt of the Nuclear Energy Institute GL 2008-01 3-month response template and the original due date of the response, and 2) to allow the licensee adequate time to identify which actions will be completed prior to and after the 9-month milestone date.
This letter is to formally acknowledge approval of the requested extension to the due date for submitting the 3-month response to GL 2008-01 and to document the associated telephone call with the NRC staff. Specifically, the licensee requested an extension for providing the 3-month response from April 11, 2008, to May 9, 2008, at the subject plants.
The NRC staff finds that the licensees justification to extend the due date for the 3-month written response to GL 2008-01 to May 9, 2008, is acceptable, and the extension request is thereby granted.
This letter does not alter or change the required 9-month response date of October 11, 2008.
However, the NRC staff will evaluate the alternate plans given in the 3-month response for responding to GL 2008-01 after receipt, and will respond appropriately. If you have any questions regarding this issue, please feel free to contact the assigned project manager.
