By letters dated May 9,2008, October 14, 2008, and August 10, 2009, Carolina Power & Light Company (the licensee), now doing business as Progress Energy Carolinas, Inc., provided information in response to Generic Letter 2008-01, "Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems," for the Shearon Harris Nuclear Power Plant, Unit 1.

The U.S. Nuclear Regulatory Commission staff has determined that it needs additional information in order to complete its review of these submittals. Please respond to the enclosed requests by January 29, 2010, in order to facilitate a timely completion of the staff review.

1.0 BACKGROUND

By letters dated May 9, 2008 (Agencywide Documents Access & Management System (ADAMS) Accession No. ML081360497), October 14,2008 (ADAMS Accession No. ML082910295), and August 10, 2009 (ADAMS Accession No. ML092250226), Carolina Power & Light Company (the licensee), now doing business as Progress Energy Carolinas, Inc.,

provided information in response to Generic Letter (GL) 2008-01, "Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems," for the Shearon Harris Nuclear Power Plant, Unit 1 (HNP).

Guidance on the Nuclear Regulatory Commission (NRC) staff expectations is provided in Reference 1, which is generally consistent with the Nuclear Energy Institute (NEI) guidance provided to the industry by Reference 2, and as clarified in later NEI communications.

The NRC staff has reviewed the information submitted by the licensee, and based on this review determined the following information is required to complete the evaluation. The NRC staff recommends that the licensee consult Reference 1 when responding to the following RAls.

2.0 REQUESTS FOR ADDITIONAL INFORMATION

1.

Please discuss the monitoring of pump operation in all modes, as well as specialized monitoring of appropriate plant parameters during shutdown operation, including reduced inventory and mid-loop operation.

2.

Consistent with Section 3.7 of Reference 1, briefly discuss the plans for training at HNP that are "considered to be a necessary part of applying procedures and other activities when addressing the issue identified in the GL."
