SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 -

CORRECTIONS TO AMENDMENT NOS. 246 AND 224 REGARDING THE 13 PERCENT EXTENDED POWER UPRATE (TAC NOS. MD3309 AND MD3310)

Dear Mr. McKinney:

On January 30, 2008 (Agencywide Documents Access and Management System (ADAMS)

Package Accession No. ML080020201), the Nuclear Regulatory Commission (NRC) issued Amendment No. 246 to Facility Operating License (FOL) No. NPF-14 for Unit 1, and Amendment No. 224 to FOL No. NPF-22 for Unit 2, for the Susquehanna Steam Electric Station (SSES), Units 1 and 2. The amendments increased the maximum authorized power level for SSES 1 and 2 from 3,489 megawatts thermal (MWt) to 3,952 MWt, which is an increase of approximately 13 percent. Copies of the proprietary and non-proprietary versions of the safety evaluations (SEs) were enclosed in the letter dated January 30, 2008.

Subsequent to the issuance of the amendments, Mr. Michael Crowthers of your staff pointed out a number of comments and corrections with regard to some of the FOL pages, Technical Specifications (TS) pages, and the supporting SEs, proprietary as well as non-proprietary. The comments and the required corrections to the amended pages of the FOLs, TSs, and the SEs were discussed between Mr. Michael Crowthers and the NRC staff on March 11, 2008. The comments and correction entail the following:

a) Frequency changes for TS Surveillance Requirement 3.3.1.1.8 for Unit 1 (TS Page 3.3-

4) and Unit 2 (TS Page 3.3-4) from 1,000 MWD/MT[ megawatt-days per metric ton] to 2,000 MWD/MT should not have been included in these amendments. The licensee withdrew this part of the amendment request by letter dated August 3, 2007, Regarding withdrawal of change to TS SR 3.3.1.1.8 - Calibration Frequency for LPRMs, PLA-6254.

b) Clarified Unit 1, License Condition 2.C.(36)(a)(4) to delete acceptance criteria for to read If any steam dryer strains the data exceeds level 1 limit curve. and License Condition 2.C.(39) to read. CLTP for each respective unit, PPL shall Also, Unit 2, License Condition 2.C.(20)(a)(4) is revised to read the data exceeds level 1 limit curve. and License Condition 2.C.(23) to read. CLTP for each respective unit, PPL shall c) Other comments and corrections to the proprietary and non-proprietary SEs, including some instances where the proprietary information was not correctly identified and redacted from the non-proprietary SE.

d) Although, the NRC staff properly performed its review, inadvertently, the SE for Section 2.5.1.4, Fire Protection, was not included in the final SE.

B. McKinney Accordingly, the NRC staff has revised the corresponding FOL pages, TS pages, and the SEs in their entirety, with side bars highlighting the areas of revisions, (except where change is only in the Page No.). The profile of the original Non-Proprietary SE (ADAMS Accession No. ML073610397) has been revised to be Non-Publicly Available. The revisions to the FOLs, TSs, and the SEs do not affect the conclusions in the originally issued amendments.

Please replace the originally issued FOL pages, TS pages, and the SEs with the enclosed revised FOL pages, TS pages, and the SEs and take steps in your organization, to ensure that the original Non-Proprietary SE is not publicly available.
