SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 ISSUANCE OF AMENDMENT REGARDING THE 13-PERCENT EXTENDED POWER UPRATE (TAC NOS. MD3309 AND MD3310)
Dear Mr. McKinney:
The U.S. Nuclear Regulatory Commission (NRC) has issued the enclosed Amendment No. 246 to Facility Operating License No. NPF-14 and Amendment No. 224 to Facility Operating License No. NPF-22 for the Susquehanna Steam Electric Station, Units 1 and 2 (SSES 1 and 2), in response to your application dated October 11, 2006, as supplemented by letters dated October 25 and December 4 and 26, 2006, and February 13, March 14 and 22, April 13, 17, 23, 26, and 27, May 3, 9, 14, and 21, June 1, 4, 8, 14, 20, and 27, July 6, 12, 13, 30, 31, and August 3, 13, 15, and 28, September 19, October 5, November 30, December 10, 2007, and January 9, 24, and 29, 2008.
The amendments increase the maximum authorized power level for SSES 1 and 2 from 3,489 megawatts thermal (MWt) to 3,952 MWt, which is an increase of approximately 13 percent. The NRC considers the requested increase in power level to be an extended power uprate (EPU). These amendments are necessary to implement the EPU and also revise the operating licenses and technical specifications for SSES 1 and 2.
The NRC has determined that the related safety evaluation (SE) contains proprietary information pursuant to Title 10 of the Code of Federal Regulations, Section 2.390, Public Inspections, Exemptions, Requests for Withholding. Accordingly, the NRC staff also has prepared a redacted, publicly-available, non-proprietary version of the SE. Copies of the proprietary and non-proprietary versions of the SE are enclosed.
