Dear Mr. McKinney:

By letter to the Nuclear Regulatory Commission (NRC) dated October 11, 2006, as supplemented on October 25, December 4, and December 26, 2006, PPL Susquehanna, LLC (PPL, the licensee) submitted an application requesting authorization to increase the maximum steady-state power level at the Susquehanna Steam Electric Station, Units 1 and 2 (SSES 1 and 2) from 3489 megawatts thermal (MWt) to 3952 MWt, an increase of approximately 13 percent in thermal power.

The purpose of this letter is to provide the results of the NRC staffs acceptance review of the SSES 1 and 2 EPU application. The purpose of an acceptance review is to determine whether the application contains sufficient information to allow the NRC staff to proceed with its detailed technical review, and also to ensure that the application adequately characterizes the regulatory requirements and licensing basis of the plant.

The NRC staff used the guidance contained in Review Standard-001, Revision 0, "Review Standard for Extended Power Uprates," December 2003, for the acceptance review. On the basis of its review, the NRC staff has determined that PPL has provided necessary and sufficient information in the EPU application, as supplemented, for the staff to begin its detailed technical review.
