PEACH BOTTOM REVIEW TEAM FINDINGS In December 2007, I tasked a team to review and evaluate NRC actions associated with the review of allegation and inspection activities related to inattentive security officers at the Peach Bottom nuclear power plant in 2007 and determine lessons-learned. The team made a thorough, independent, and supportable assessment of whether the NRCs allegation and inspection programs should be changed to more effectively evaluate and respond to allegations and to more effectively conduct inspections to detect inattentive security officers at nuclear facilities. The team, led by Marc Dapas, Deputy Regional Administrator, ZRegion I, issued a report of its findings to me on February 6, 2008. The report makes several recommendations that could improve our allegation and inspection program areas.
Luis Reyes has issued a tasking memorandum in response to the teams findings. A copy is enclosed. The memorandum establishes a senior executive panel to review the teams recommendations and determine who should be tasked to implement actions and a schedule to address each recommendation. The memorandum also indicates specific actions for consideration in three areas, based on the recommendations. In parallel and in accordance with Management Directive 6.8, Lessons-Learned Program, I am forwarding the report of the teams findings and the memorandum from Mr. Reyes for review by you and the Lessons-Learned Oversight Board.
