Pursuant to 10 CFR 50.90, these proposed amendments for EPU would increase each LaSalle unit's licensed core power level from 3546 megawatts thermal (MWt) to 3988 MWt (approximately 13%) and Peach Bottom unit's licensed core power level from 3514 MWt to 3951 MWt (approximately 12.4%). Additionally, the proposed amendments revise, as required, technical specifications for LaSalle Units 1 and 2 and Peach Bottom Units 2 and 3 to support operations at the increased core thermal power level in accordance with the Constant Pressure Power Uprate Licensing Topical Report (CL TR) NEOC-33004P-A. As Dart of this application, a steam dryer evaluation at EPU power levels will be submitted. This evaluation is based on a replacement steam dryer (RSO).

These amendments for LaSalle and Peach Bottom fulfill the information requirements of RS-001. "Review Standard for Extended Power Uprates" Revision 0, dated December 2003. The RSD evaluation accounts for the guidance provided in Regulatory Guide 1 "Comprehensive Vibration Assessment Program for Reactor Internals During Preoperational and Initial Startup Testing." Exelon has evaluated all non-EPU licensing actions for impact on the EPU amendment request and has determined that there are no Technical: TIle technical analyses providing the basis for the proposed amendments for LaSalle and Peach Bottom. as prescribed by RS-001, are being performed. These analyses are being completed in accordance with the codes and rnethodolo91es described in the approved CL TR The results of these technical analyses will be contained in Attachment 5 (LaSalle) or Attachment 6 (Peach Bottom) of the proposed amendment.

The results of the No Significant Hazards Consideration evaluation will be provided in Attachment 1 to the proposed amendment requests for LaSalle and Peach Bottom.

Environmental: Exelon will complete an Environmental Assessment in support of the proposed amendment requests for LaSalle and Peach Bottom in accordance with the approved CLTR. The generic input to these assessments provided in the CLTR will be verified to be applicable to LaSalle and Peach Bottom as part of the assessments performed. The specific assessments for LaSalle and Peach Bottom will reference all the applicable generic input. The environmental assessment will be contained in Attachment 8 of the proposed amendment requests for LaSalle and Peach Bottom.

Precedent and Date Relevance and Deltas to Proposed Licensing Action:

Nine Mile Point Unit 2, 12/2212011 Extended Power Uprate amendment increasing reactor core thermal power approximately 15%. This is the most (ML113300040) recently approved BWR EPU. Nine Mile Point Unit 2 is a BWR 5 with Mark II containment. LaSalle Units 1 & 2 are a BWRl5 with Mark II containment and Peach Bottom Units 2 & 3 are a BWRl4 with Mark I containment.

Point Beach Units 1 & 2, 05/03/11 Extended Power Uprate amendment increasing reactor core thermal power approximately 17%. Point Beach is a (ML111170513) PWR. LaSalle Units 1 & 2 are a BWRl5 with Mark II containment and Peach Bottom 2 & 3 are a BWRl4 with Mark I containment.

Hope Creek, 05/14/08 (ML081230540) Extended Power Uprate amendment increasing reactor core thermal power approximately 15%. Hope Creek is a BWRl4 with a Mark I containment. LaSalle Units 1 & 2 are a BWRl5 with Mark II containment and Peach Bottom 2 &

3 are a BWRl4 with Mark I containment.

Susquehanna Units 1 & 2, dated Extended Power Uprate amendment increasing reactor core thermal power approximately 13%. Susquehanna is a 01/30108 (ML081050530) BWRl4 with Mark II containment. Replacement steam dryers were installed in both units. LaSalle Units 1 & 2 are a BWRl5 with Mark II containment and Peach Bottom 2 & 3 are a BWRl4 with Mark I containment.

Replacement Steam Dryer Evaluation Preliminary Bases for the Proposed licenSing Action:

Technical Issue Replacement Steam Dryer:

As part of the LaSalle and Peach Bottom EPU applications, steam dryer evaluations at EPU power levels will be submitted. These evaluations are based on replacement steam dryers (RSDs). The purpose of this proposed discussion is to present Exelon's plans for the RSD evaluations and to gain alignment with the NRC regarding the strategy, schedule, and classification of the replacement steam dryers.

Specifically: The Exelon proposed approach includes classification of Peach Bottom Unit 2 as a prototype. As such, Peach Bottom Unit 2 RSD will be instrumented. It is proposed the subsequent dryers (LaSalle Unit 2, Peach Bottom Unit 3 and LaSalle Unit 1) be classified as non-prototype, category I. This designation will be based on the configurations having substantial similarity to Peach Bottom Unit 2 with the differences having no significant effect on the vibratory response and excitation. Comprehensive Vibration Assessment Program (CVAP) plans are to be developed based on these classifications and will be submitted with the EPU LAR. RG 1.20, Revision 3 will be used as guidance.

Licensee/Plant: Exelon/LaSalle Units 1 and 2, Peach Bottom Units 2 and 3 Schedule for installation of the RSDs as part of this proposed approach is as follows:

  • Peach Bottom Unit 2 (prototype) - September 2014
  • LaSalle Unit 2 (non-prototype, category I) February 2015
  • Peach Bottom Unit 3 (non-prototype, category I) - September 2015
  • LaSalle Unit 1 (non-prototype, category I) February 2016 The main purpose of this pre-submittal meeting on this topic is to reach agreement with the NRC that the LaSalle Units 1 and 2 RSD can be designated as non-prototype category I (RG 1.20) using the parameters presented, and provided it is shown that the nominal differences presented in arrangement, size, design, and operating conditions between the LaSalle and the Peach Bottom RSD have no significant affect on vibratory response.

Precedent and Date Relevance and Deltas to Proposed Licensing Action:

Susquehanna Units 1 & 2, dated Susquehanna Units 1 & 2 replaced steam dryers in both units in conjunction with EPU. Susquehanna instrumented 01/30/08 (ML081050530) the Unit 1 RSD but did not instrument the follow-on RSD (Unit 2). Similarly, Exelon proposes to instrument the first RSD (the prototype RSD at Peach Bottom Unit 2), but not the follow-on units. The Susquehanna amendment and SE did not refer to RG 1.20 but to the regulation. The Exelon amendment requests will meet the regulation and make use of RG 1.20, Revision 3.

Susquehanna performed an approximate 13% uprate to a core power of 3952 MWt. LaSalle is performing an approximate 13% uprate to a core power of 3988 MWt. Peach Bottom is performing an approximate 12.4% uprate to a core power of 3951 MWt. Susquehanna is a BWRl4 with Mark II containment. LaSalle Units 1 & 2 are a BWRl5 with Mark II containment and Peach Bottom 2 & 3 are a BWRl4 with Mark I containment.

Nine Mile Point Unit 2, 12/22/2011 Nine Mile Point 2 utilized the load definition analysis method (ACM Version 4.1). Exelon will implement the ACM 4.1 (ML113300040) as used for the steam dryer qualification at EPU conditions for Nine Mile Point 2, which recently received US NRC approval. Nine Mile Point 2 steam dryer is an OEM GEH dryer, not a replacement steam dryer.
