NRC OFFICE OF INVESTIGATIONS REPORT NO. 3-2005-011

Dear Mr. Koehl:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI) to determine if there was discrimination against a shift manager for raising safety concerns. Based on the evidence developed during the investigation, we did not substantiate the issue. The synopsis from the OI report of investigation is enclosed.

OI SYNOPSIS This investigation was initiated on March 28, 2005, by the U. S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine whether a shift manager at the Point Beach Nuclear Plant was discriminated against by Nuclear Management Company for raising safety concerns about dry cask storage.

Based on the evidence developed, this investigation did not substantiate that the shift manager was discriminated against for raising safety concerns.
