R.E. GINNA NUCLEAR POWER PLANT - FINAL ACCIDENT SEQUENCE PRECURSOR ANALYSIS REPORT REGARDING ELECTRIC GRID EVENT ON AUGUST 14, 2003

Enclosed for your use and information is a copy of the Nuclear Regulatory Commission (NRC)

Final Accident Sequence Precursor (ASP) Analysis Report for the R.E. Ginna Nuclear Power Plant regarding the grid disturbance event on August 14, 2003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML050960036) . This event was described in Licensee Event Report 50-244/03-002, Major Power Grid Disturbance Causes Loss of Electrical Load and Reactor Trip (ADAMS No. ML0328904410). Although offsite power was never completely lost to the buses supplying the power block area, the plant operators determined that the offsite power supply was unreliable and manually started and loaded the emergency diesel generators (EDGs) onto the emergency buses. The EDGs supplied power to safety-related plant loads until offsite power was deemed stable.
