So far, however, First Energy will only consider the most dangerous :

flipping the switch I live about with in h f the Davis-Besse plant and I feel it is a danger to my neighbors an family. I have never felt safe with the plant and it seems as if my worries may bases. We have a very nice community and have lived hear for 40 years raising out family and wish to stay. I dont feel safe here at this point If the switch is turned back on, and hope you will check into the problems we have about this.

I would like to remind you that the NRCas top priority must be public safety, not First Energy schedule Please keep the Davis-Besse nuclear reactor closed.

Dear Mi. Caldwell,

I, too, am interested in the problems at Davis-Besse. It is important that it operates safely and effectively. It is wrong to punish workers who feel that safety is an issue in that working environment. Executives of First Energy need to take 111 responsibility for Davis-Besse and until they do, the plant should not be permitted to run.

I live w i t h i n p i l e s of Lake Erie shoreline and am concerned about the safety of the Davis-Besse nude lant. Not only because of it's safety record but also because of the resulting wasted that is produced. There is no safe placeto store this waste and its life numbers in thousands of years. I believe it is irresponsible for any one to be aware of these facts and not be concerned about the public safety. Please either convert Davis-Besse to a gas or coal or build a new plant, building a new plant that bums gas or coal would be the best solution.

Dear Mr. Dryer,

As you are well aware, last year the Davis-Besse reactor, near Toledo, missed bringing Chernobyl t o the Great Lakes by a mere fraction of an inch of deteriorating metal. Boric acid ate through six inches o f solid steel and left only a warped shard between the superheated core and unfathomable catastrophe.

Now Davis-Besse's owner, First Energy of Akron, wants t o reopen the machine that nearly destroyed, in one fell swoop, a region with millions of people along with Earth's largest bodies of fresh water. Indefensible against terrorist attack, Davis-Besse provides potential killing power beyond Saddam's wildest dreams.

But public outcry in-is also reaching critical mass. We join with- in telling you (the Nuclear Regulatory Commission) keep this reactor shut!

Indeed, as it races t o critical mass, First Energy faces charges of criminal negligence.

Critics say it used "questionable means" t o strong arm your commission, that after your inspectors noted disturbing problems in numerous reactors of similar design, First Energy held your inspectors a t bay f o r at least 75 days.

When they finally came t o bavis-Besse, your inspectors were horrified t o find---by accident---that boric acid had eaten through the entire six-inch solid steel reactor pressure vessel that contains the super-hot radioactive core that powers the plant. The decay had been in progress f o r a t least six years. Only an unrelated thin shield---already warped from intense heat, pressure and radiation---prevented an incalculable radiation release. Thousands of people and millions of acres of land and water hung by a shred.

Davis-Besse is a clone of the reactor at Three Mile Island, which melted t o global horror in 1979. I t ' s long been plagued by bad design, multiple mishaps, low worker morale and slip-shod procedures. Thousands o f northern Ohioans repeatedly packed rallies and hearings demanding that the reactor stay shut. Ohio Citizen Action and national organizations such as the Union of Concerned Scientists (UCS) and the Nuclear Information & Resource Service (NIRS) challenged the NRC t o face up t o First Energy's blatant disregard of standard safety and maintenance procedures.

But First Energy barreled ahead with a quick fix. Spending as much as $400 million, they carted in a vessel head from a Midland, Michigan reactor shut by citizen opposition in the 1980s.

Serious problems remain. Decay has been found on the bottom of a Texas reactor, calling into question whether similar problems could still materialize at Davis-Besse. And UCS has raised the specter of criminal charges against First Energy f o r its apparent violations---and coverup---of a wide range o f violations o f NRC regulations. UCS's David Lochbaum says the notoriously slipshod safety culture at Davis-Besse remains at issue.

And new studies now indicate that wind energy in the northern Ohio area could replace Davis-Besse. I t ' s long been assumed that the breezes along Lake Erie, while substantial, were not powerful enough f o r serious commercial turbine development. But recent advances in windmill design have made the harnessing of "marginal" wind potential like that in northern Ohio economically feasible. And the winds there now seem far more powerful than previously believed, especially offshore f r o m Cleveland.

Were Davis-Besse t o stay shut, the ample transmission lines left vacant could carry a flood of wind-driven electricity. The state's first t w o utility-scale machines will be installed in September by the city o f Bowling Green. With wind replacing Davis-Besse's power, billions En development revenue and thousands o f jobs could result.

I n light of these considerations, we demand a full vetting o f potential criminal charges and proof that the plant can be operated safely before Davis-Besse re-opens.

I can tell you that based on what I have learned, I would not subject my family to the risks associated with living in the vicinity of Davis-Besse. I am a resident of and am constantly reminded of the potential danger associated with nuc ear reactors. We live within a m m i l e s of the Perry Plant and have been supplied with the pills that we are to take in the event of a disaster at Perry.

My research indicates that Perry is much newer, in better condition and better managed than the Davis-Besse Plant. I can tell you that based on what I have learned, I would not subject my family to the risks associated with living in the vicinity of Davis-Besse. The millions of people who live in the greater Toledo-Detroit should not be subjected to these significant risks.

I urge you to exercise your authority to keep the Davis-Besse Plant closed. Your top priority must be based upon public safety, not FirstEnergy's schedule.

I would greatly appreciate an immediate response to this letter.

The NRCs FIRST PIUORTTY must ALWAYS be public safety. Ifjust one person or family was injured by a nuclear accident caused from neglect or careless effort to keep on a schedule then you and the NRC have failed miserably. If you are not 1O,OOO% sure that the Davis-Besse reactor is not in flawless condition then you have a legal and most of all a moral obligation to keep the plant closed. There is no gray area.

I live in t h e . l l l l l l ) , and therefore I worry a lot about the Davis-Besse nuclear plant. As a large nuclear reactor -of me, it has the potential to spread radiation over large parts of Ohio, including my home, if a disaster occurs. Given this, I hope you would agree that the highest safety standards must be met for this plant to be operating. Unfortunately, this is not the case. Davis-Besse remains the most dangerous nuclear plant in America. In February 2002, it came closer to a nuclear meltdown than any U.S. plant since Three Mile Island. Investigators discovered the cause: years of management neglect for basic maintenance, lying to regulators, ignoring employees warnings, and punishing anyone who spoke out. Fifteen months later, none of the top managers have been replaced, and the company's own investigation shows continued widespread intimidation of workers who discover safety problems.

The top priority of the NRC should be public safety, not the desires of FirstEnergy. I urge you to keep the Davis-Besse nuclear reactor closed. Please let me know how you plan to proceed.

For over a year, we have been following the reports on the Davis-Besse Nuclear plant with concern and the potential reopening with alarm. From all we read and hear, the plant is not safe for reopening, notwithstanding what FirstEnergy states.

The health, economic, and environmental risks are tremendous and far outweigh any economic benefit. The area is densely populated, dependent on Lake Erie as well as the surrounding agricultural industries.

I urge you to put public safety first and keep the Davis-Besse nuclear reactor closed for good.

I live in a community -from the Lake Erie Shore and I am sure I need not indicate the vulnerability of the population and the Great Lake system to nuclear disasters a t any of the nuclear power plants along the Great Lakes.

I sincerely hope that Davis-Besse continues to be closed until there are assurances of its safe operation.

I strongly urge you to maintain strict scrutiny of the operation of these power plants to assure their safe operation. I do not trust the internal bureaucratic mechanisms (private or public) that would be solely responsible for inspection and safe maintenance. Mechanisms such as redundant inspections, unannounced inspections, and safety for whistle blowers as well as continued update of inspection techniques are critical.

Please respond with information of such mechanisms or others that are being put into piace and information about pIans the Commission has for Davis-Sesse and any other nuclear power plant along the Great Lakes.

There are alternative ways to produce energy in sufficient quantities if the political will is there for research and development is there not? Please respond.

I am typing this rather than handwriting so you can read it more easily.

You probably realize, along with me, that American citizens are losing faith in our national, regional and local governments.

Regulations of Utilities, Railroads and all other services provided to all citizens, have been rescinded, canceled or otherwise rendered ineffective. Those services have become more expensive and more unreliable as the result of self regulation by industry.

The basic reason for all of this de-regulation is simply that corporations have become and assumed equality with natural persons in the eyes of the law. (If you read the history of this farce, you will find it resulted from a clerical error in a court decision).

I believe that most of us citizens have little faith in the self regulation of utilities and that extends especially to nuclear energy producers. In your official position you know much more than I about the effectiveness, or lack of, in the nuclear energy business.

Please consider the human misery that can result from a breakdown in our safety processes at Davis-Besse. We believe it should be permanently closed and we ask that you use your regulatory powers to make that happen.

Due to the power plants disastrous history and the NRCs failure to create and maintain a safe environment in and around the plant we feel that the plant should remain closed.

NRCs top priority must be public safety and human and environmental w e h e , not First Energy and their need for big business.

An accident at the plant, whether it is deemed large or small, could cost my family for the rest of our lives. I am not willing to risk the life of my- son, his well-being or welfare. Truly the lives of those living around and in the vicinity of the power plant are worth much more than the risk? I believe so.

The disaster at Chernobyl Nuclear Power Plant should be a lesson the world learned fiom. If history is forgotten, it is doomed to repeat itself. This would be a very tough lesson to take. Unfortunately it seems that history is on the road to repetition with the reactor at Davis-Besse.
