The purpose of this letter is to acknowledge the receipt of your letter dated February 7, 2003, regarding your response to the NRCs request to explain why the high number of post-examination changes to the NRC written examination developed for the Nine Mile Point Nuclear Station (NMPNS) Unit 1 were necessary and what actions will be taken to improve future license examination submittals.

We noted that you entered this issue into your Corrective Action Program to establish the cause and corrective actions. In your response, you indicated that your evaluation identified several issues that collectively contributed to the examination question weaknesses related to: project management effectiveness and management oversight; examination development; and examination verification and validation.

We understand that as part of your corrective actions, you intend to revise procedure TAP-TQS-06, Initial License Training and Examination Development to establish clear requirements for examination development and progress tracking methodology. We thank you for your response to our request and trust that your corrective actions will be effective. I apologize for the delay in acknowledging your letter to us.
