DRAFT STAFF CRITERIA FOR EVALUATING LICENSEE INSPECTION PLANS Staff focused on past inspection method and timing and future inspection plans, including method and timing. Acceptability of the inspections follows this logic:

Prior Inspections

"* A qualified visual examination is the minimum acceptable prior examination

"* A qualified visual examination provides "reasonable assurance" of nozzle integrity for a period of 18-months

- 18-months is based on technical assumptions regarding flaws not detected and left in place after the examination, and OD circumferential crack growth rates

- by this logic, the best staff analysis at this time is that inspections should occur on intervals not greater than 18 months

"* Prior examinations that are inferior to qualified visual examination do not provide sufficient information to demonstrate "reasonable assurance" and thus necessitate expedited examination Planned Inspections

"* A qualified visual examination is acceptable for all plants

"* If the prior inspection is acceptable, then the plant can inspect 18-months after the prior inspection

" If the prior inspection is not acceptable, then the plant should inspect 18-months by the end o&
