Dear Mr. Stello:

Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed Amendment to Facility Operating Licenses DPR-31 and DPR-41 Turkey Point Units 3 and 4 are presently authorized to operate with up to 19% of the steam generator tubes plugged. Florida Power 8 Light Company requests an amendment to Facility Operating Licenses DPR-31 and DPR-41 to allow full power operation with up to 25% of the steam generator tubes plugged. The safety analysis performed for the LOCA transient and the associated proposed changes to Facility Technical Specifications will be submitted by August 10, 1978. 3 The following changes to Technical Specifications are proposed to allow full power operation with up to 25% of the steam generator tubes plugged.

These proposed changes result from the analysis of non-LOCA transients with 25% steam generator tubes plugged.

Nuclear Regulatory Commission L-78-230 Page Two These proposed changes have been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power 5 Light Company Nuclear Review Board. They determined that these changes will not endanger the health and safety of the public.

A written safety evaluation is attached.

Florida Power 5 Light Company Topical Report NAD-1483, "Safety and Fuel Management Analysis Methods," is referenced by the attached safety evaluation. Volume I of NAD-1483, subtitled "Methodology for Analysis of Operational Transients," is en-closed for your review. Volume II of NAD-1483 subtitled "Neutronics and Fuel Management Analysis Methods," will be forwarded shortly.
