This letter provides data requested by the NRC, via email dated January 23, 2009, to support the development of PTN-specific LOCA models for the NRC's confirmatory EPU analyses.

The data has been identified by the NRC as being necessary for use in creating the TRACE Models required to aid in the NRC's review of the associated FPL License Amendment Request (LAR) for the EPU project. Attachments 1 and 2 provide the available data. Subsequent additions and revisions will be provided as required.Also enclosed are Westinghouse authorization letters CAW-09-2583 and CAW-09-2590 with accompanying affidavit, Proprietary Information Notice, and Copyright Notice. As Items 1 and 2 contain information proprietary to Westinghouse Electric Company LLC, they are supported by an affidavit signed by Westinghouse, the owner of the information.

The affidavits set forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b) (4) of Section 2.390 of the Commission's' regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.390 of the Commission's regulations.

Correspondence with respect to the copyright or proprietary aspects of the items listed above or the supporting Westinghouse affidavit should reference CAW-09-2583 or CAW-09-2590 and should be addressed to J. Dear Mr. Gram:

In Reference 1, Florida Power and Light Company (FPL) has requested input data developed and completed as part of the Turkey Point Units 3 and 4 Extended Power Uprate (EPU) project. FPL intends to provide these files to the Nuclear Regulatory Commission (NRC) for their use in creating the TRACE Models to aid in their review of the associated FPL License Amendment Request (LAR) for the EPU project.This letter provides an attachment identified as "Extended Power Uprate Data for Best Estimate Large Break LOCA, Small Break LOCA and Steam Generators".

This attachment provides a copy of component data descriptions, component data files and modeling input developed and completed as part of the Turkey Point EPU project.Included in the attachment are the following sections: Section 1 -Best-Estimate LBLOCA and SBLOCA Component Data Descriptions Section 2 -Best-Estimate LBLOCA and SBLOCA Raw and Component Data Section 3 -Best-Estimate LBLOCA Input Model Conditions Section 4 -SBLOCA Input Model Conditions Section 5 -Steam Generator Input Model Conditions for SBLOCA Section 6 -Safety Injection Flows for SBLOCA Section 7 -Steam Generator Data Westinghouse requests that this information be considered proprietary in its entirety.

As such, a non-proprietary version will not be issued.In addition to the proprietary version of this information, there are four other documents for your use in the NRC submittal:
