C. 20555 Re: Turkey Point Unit 4 Docket Nos. 50-251 Clarification to Response Provided for Question No. 10 of the Request for Additional Information Regarding Risk Informed Inservice Inspection Relief Request for Unit 4 By letter L-2003-001, dated January 15, 2003, Florida Power & Light (FPL) submitted a response to the Nuclear Regulatory Commission's (NRC) request for additional information regarding the Risk-Informed Inservice Inspection (RI- ISI) Relief Request for Turkey Point Unit 4.

The response to question No. 10 of the above referenced submittal was further discussed in a telephone conference with the NRC Staff on January 28, 2003. As a result, a clarification is provided herein for FPL's response No. 10 to aid the Staff in the completion of their review.

Clarification Thermal-hydraulic calculations were performed for Turkey Point Unit 4 analyzing LOCAs of 6-inch and 8-inch diameter using a code other than that utilized for the original success criteria calculations. This code was validated via comparison with some of the original success criteria calculations. For each LOCA size, the calculations showed that, during the injection phase, 1 HHSI train was required in addition to 1 LHSI train and 2 accumulators to successfully prevent core damage, thereby justifying the need for an additional LOCA category.
