Beaver Valley Power Station, Unit Nos. 1 and 2 Docket No. 50-334, License No. DPR-66 Docket No. 50-412, License No. NPF-73 Online Reference Portal for Review of National Fire Protection Association Standard 805 License Amendment Application (TAC Nos. MF3301 and MF3302)

By letter dated December 23, 2013 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML14002A086), as supplemented by letter dated February 14, 2014 (ADAMS Accession No. ML14051A499), FirstEnergy Nuclear Operating Company (FENOC) submitted a license amendment request for Beaver Valley Power Station Unit Nos. 1 and 2 to adopt National Fire Protection Association Standard 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants, 2001 Edition" (NFPA 805), in accordance with 10 CFR 50.48(c). By letter dated May 12, 2014 (ADAMS Accession No. ML14122A106), the Nuclear Regulatory Commission (NRC) staff requested that an online reference portal (portal) be established to improve review efficiency of the NFPA 805 submittal and described conditions for use of the portal. The NRC staff also requested written confirmation of agreement to the terms and conditions, and that the portal be populated with a generic list of documents.

FENOC has established the requested portal and hereby agrees to the terms and conditions set forth in the May 12, 2014 letter and listed below:

  • The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis;
  • The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and
  • Conditions of use of the portal will be displayed on the log-in screen and will require concurrence by each user.

FENOC also understands that documents necessary for analysis of the license amendment request will be identified by the NRC staff and formally requested to be submitted on the NRC docket.
