The Nuclear Regulatory Commission (NRC) issued Bulletin (BL) 2011-01, "Mitigating Strategies," dated May 11,2011, to request each licensee to provide a comprehensive verification of their compliance with the regulatory requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.54(hh)(2). BL 2011-01 also notified addressees about the NRC staff's need for information associated with licensee mitigating strategies under 10 CFR 50.54(hh)(2) in light of the recent events at Japan's Fukushima Daiichi facility in order to determine if 1) additional assessment of program implementation is needed, 2) the current inspection program should be enhanced, or
- 3) further regulatory action is warranted. Addressees are required to provide a written response to the NRC in accordance with 10 CFR 50.54(f).
In BL 2011-01, the NRC requests each licensee to submit a written response within 30 days of the date of the BL to provide the following information on mitigating strategies programs:
- 1. Is the equipment necessary to execute the mitigating strategies, as described in your submittals to the NRC, available and capable of performing its intended function?
- 2. Are the guidance and strategies implemented capable of being executed considering the current configuration of your facility and current staffing and skill levels of the staff?
Beaver Valley Power Station Unit Nos. 1 and 2 Davis-Besse Nuclear Power Station Perry Nuclear Power Plant L-11-177 Page 2 FirstEnergy Nuclear Operating Company (FENOC) provides the following information in response to BL 2011-01 for the Beaver Valley Power Station Unit Nos. 1 and 2 (BVPS),
the Davis-Besse Nuclear Power Station (DBNPS), and the Perry Nuclear Power Plant (PNPP).
Equipment necessary to execute the mitigating strategies for BVPS, DBNPS, and PNPP, as described in FENOC submittals (References 1 through 12), is available and capable of performing its intended function .1 Guidance documents and strategies implemented at BVPS, DBNPS, and PNPP are capable of being executed considering the current configuration of the facilities and current staffing and skill levels of the staff.
FENOC confirms the continued compliance with 10 CFR SO.S4(hh)(2) for BVPS, DBNPS, and PNPP.
FENOC requests that this letter, which contains security-related information, be withheld from public disclosure in accordance with 10 CFR 2.390.
