HeatinR Summary Meeting on November 29 through December 1, 1982 (Report No. 50-483/82-18(DEPOS)) Subjects Discussed: Three separate meetings were held involving Federal, State, and County officials and licensee representatives. The purposes of these meetings were to acquaint county officials with NRC and FEMA roles in emergency preparedness; to ascertain t'io current status of offsite emergency planning ac-tivities; to identify problem areas in offsite planning; and to seek agreement with all organizations contacted to participate in an early 1983 working meeting to continue resolution of identified problem areas. The meetings involved 51 inspector-hours by two NRC inspectors.

.Results: All parties agreed to participate in a February 1983 working meeting.

Entrance Meeting On November 29, 1982, the inspectors met with members of the Missouri SEMA at the State Emergency Operations Center (EOC) in Jefferson City, Missouri. After conducting a brief tour of the EOC, SEMA presented a

-Offsite Emeraency Preparea -is Meetins '~

On November-30, 1982,.a working meeting took place involving the inspectors, FEMA Region VII, Missouri SEMA, and county _ government,

-officials from'the:four' counties within tho' current' Plume' Exposure Emergency Planning! Zone 1(EPZ)..The discussions followed the agenda - _ . presented in Attachment A.

The roles ofIboth federal agencies 11n radiological' emergency response planning matters,-as established in the November'1980.NRC/ FEMA' Memorandum of-Understanding, were summarized.

FEMA stressed the need for.an' integrated approach to offsite' emergency plan development by the-appropriate State _and county officials. JAfter summarizing its offsite ' emergency plan review process,EFEMA requested ~that future revisions to county emergency plans be submitted for technical. review lor for approval-through.SEMA, rather thanJdirect' submittal by individual counties, the, licensee, or a consultant.

. NRC explained its onsite emergency plan-

review process and the purpose and scope of the'onsite emergency . preparedness appraisal program.

The purpose of emergency preparedness _ exercises and current exercise requirements were. discussed..NRC and FEMA stressed the need for coordination and: cooperation between the licensee, State, and county officials in both exercise scenario development and scheduling.

Repeated reference'was made to the^ milestones provided/in FEMA Guidance Memorandum No. 17.

The duties and responsibilities of exercise control-1ers and observers were explained. Strengths and weaknesses observed onsite and offsite during unspecified plants' recent exercises were provided to further demonstrate the need for adequate emerger.cy response procedures, training, and cooperation.

County officials presented their views on the current state of offsite planning in their counties. Funding for emergency planning, equipment, response, and exercise participation is an apparent problem area common to all counties.

It was agreed to defer discussions of funding issues until the licensee could be present. Callaway County expressed the need for additional emergency planning for schools within the current EPZ.

Gasconade and Montgomery Counties presented their concerns on the current EPZ boundary ~1n view of the distances between the plant and several com-munities, optimum roadblock locations, the frequency of wind directions in the region, and manpower limitations for emergency response. Open discussions ensued regarding differing emergency planning needs within and beyond the Plume Exposure EPZ ahd alternative means of providing _ . prompt alerting of the population within the EPZ.. Criteria to be considered when determining EPZ size.and shape were also discussed.

SEMA informed-those present that it was now prepared to assume a more

active role in offsite emergency planning at the county level. The agency agreed to provide a representative at planning meetings between

SEMA also briefly summarized . draft legislation options which would establish a mechanism for ( allocating funds to the counties for Callaway Plant emergency planning and response activities.

During the meeting, various county officials expressed their desire to obtain copies of current regulations and federal guidance related to nuclear plant emergency preparedness. FEMA agreed to supply fifty copics of 44 CFR 350 and 351. NRC agreed to provide fifty copies of NUREGs 0396 and 0654 (Revision 1) and the NRC regulations on emergency planning, as promulgated in the August 19, 1980, Federal Register.

SEMA concurred that these materiais could be distributed directly to each county court.

It is intended that county officials review these documents to reinforce their understanding of the regulations and guidance discussed at the meeting.

As discussions of certain issues specific to Callaway Plant offsite emergency preparedness were inappropriate without the licensee being present, those attending the working meeting agreed to discuss these subjects with licensee representatives at a late February 1983 meeting.

NRC has prepared a draft agenda (Attachment B) for this working meeting and has distributed it for comment. A revised agenda will be distributed once comments have been received from FEMA, SEMA, the four counties, and the licensee.

Exit Meeting On December 1 the inspectors met with Union Electric representatives (denoted in Paragraph 1) at the licensee's Technical Support Center (TSC). The inspectors summarized the previous day's discussions and requested high level licensee management attendance at the proposed February 1983 meeting. The licensee agreed to this. The inspectors also toured the TSC and near-site Emergency Operations Facility.

We perceive the objectives of this meeting to be as follows. First, to acquaint county officials, some of whom are newly elected, with our agencies' rolec in ensuring.that adequate states of offsite and onsite emergency preparedness are maintained and can be demonstrated. Second, to obtain an understanding of the current status of offsite emergency planning in the four affected counties, with emphasis on current problem areas and areas of State and county interaction. Finally, it is hoped that local officials will agree to a proposed ea*1y 1983 meeting with Federal and State agency representatives and Union Electric Company management to begin resolution of the 10 mile EPZ size issue.
